Housing and Economic Rights Advocates Working Paper Series combines our knowledge of problems affecting California residents, with our expertise and years of experience in advocating for individuals and for broad populations of vulnerable residents at the local, state and federal level, along with our expertise in the complex web of laws and other rules affecting people's day to day lives.

With our Working Paper Series, HERA hopes to share what we have learned and approaches to problem-solving, and to elevate and foment discussion key issues affecting the ability of low and moderate income Californians to become or remain financially stable.
